I beg leave respectfully to report to Your Excellency the following facts, derived from an alleged assault and battery upon a sailor belonging to the American ship "Annie Bucknam", in this harbor. I was notified by Captain Smith, Master of said ship, that his chief Officer, John A. Pfoutscher, had been taken from her (the ship), and bound over by the Harbor Master to appear at the Police Court, at 2 o'clock P.M. of this day. I, as in duty bound, appeared at that Court and requested a seat. After the case was called, J. Cooper Turner, Esq., who appeared for the defendant, suggested
